Qualifications for voluntary lay interpreters and their use

The aim is to increase the opportunities for immigrants to participate by establishing volunteer interpreter pools.


4.4.1. Municipal, church and non-profit organizations are eligible to apply.

4.4.2. Object of the fixed amount financing: a) Use of honorary lay interpreters: The organization according to

4.4.1. must already maintain a pool of at least five honorary lay interpreters who speak five different languages ​​and not only work for the organization itself. b) Qualification of honorary lay interpreters to establish a pool of at least five honorary lay interpreters.

4.4.3. The application for funding, together with the concept, must be submitted to the granting authority in good time or at least four weeks before the start of the measure.

4.4.4. If possible, volunteer lay interpreters are people with a migration background who speak their mother tongue and have good knowledge of German (understanding, speaking, reading) at a level of at least B1 of the Common European Framework of Reference. People without a migration background must be fluent in at least one other language in addition to German. Before their assignment, the lay interpreters were trained and, if necessary, support communication in authorities or social institutions between specialists and new immigrants. They act neutrally, are subject to confidentiality and are committed to data protection.

4.4.5. The responsible body is responsible for carefully selecting and checking the suitability of the voluntary lay interpreters (age of majority, language skills, cultural sensitivity, no indication of extremist activities) and this should be determined through personal interviews. A police clearance certificate and a declaration of confidentiality, neutrality, transparency and value-neutral language mediation must be submitted to the carrier. Knowledge of German at B1 level can be proven by certificates or by other means (e.g. interview).

4.4.6. Volunteer lay interpreters must have received a qualification covering 24 teaching units (45 minutes each) prior to their assignment. The number of participants per qualification measure should be at least five and no more than 25 participants. At the latest at the start of the measure, a list of participants must be submitted to the Regional Council in Darmstadt, from which the number of registered participants can be seen by name. Insignificant changes in the number of participants (reduction of up to 20%) at the start and during or at the end of the training measures and an associated reduction in eligible expenses have no adverse effects on the funding already granted and do not lead to a reclaim of the funding amount main and part-time and honorary teachers should have specialist knowledge for their work.

Content of the qualification should be:

a) Basics of interpreting (e.g. neutrality and impartiality, language and cultural contrasts, interpreting techniques),

b) Basic knowledge of institutions and structures (e.g. immigration authorities, social welfare office, hospital),

c) Reflection on the understanding of roles and personal skills (e.g. demarcation).

d) In addition, depending on the area of ​​application, special knowledge (e.g. in the health sector) can be imparted. If lay interpreters already have a proven qualification in the areas, but with a lower number of teaching hours, post-qualification must be carried out.

4.4.7. The funding for qualification measures amounts to a maximum of 12.50 euros per lesson and participant (participant) for a maximum of 24 lesson hours (e.g. €12.50 times 5 participants times 24 units = €1,500 or €12.50 times 25 participants times 24 UE = 7,500 €) but not more than the actual personnel and material expenses per qualification measure (e.g. speaker fees for the qualification (including travel expenses according to the Hessian Travel Expenses Act), one-time purchase of training material, copying costs for training documents, actual rent for training rooms). The following are not eligible for funding: assignment coordination or overhead costs, travel costs for participants, imputed rents, investments (e.g. furniture, workplace equipment), catering and entertainment costs.

4.4.8. For the use of honorary lay interpreters, a fixed amount of a maximum of 20 euros per assignment for each client is granted as an expense allowance, regardless of the time spent on each assignment. Travel expenses to the place of assignment or to the applicant will not be reimbursed separately.

Overall, the individual lay interpreters should not receive more than a maximum of 2,400 euros per year with regard to their voluntary work. Lay interpreters should have their assignment acknowledged in a suitable form by the authority/institution where the assignment took place.

Stakes are not reimbursed:

a) in court,

b) with the police,

c) at the Federal Office for Migration and Refugees,

d) at the job centres/employment agencies,

e) during working hours (e.g. as part of an employment relationship with a public authority) and

f) those for which sworn interpreters must be appointed ex officio.
